Inspector (Ret.) Lance Valcour O.O.M. retired from the Ottawa Police Service in 2010 after 33 years of service.  Lance has extensive communications interoperability, information management, incident command, leadership, strategic planning and technology program management experience at the national and international levels.  He works cooperatively with numerous national and international strategic organisations across the globe.

Lance is a past chair of the Law Enforcement Information Management Section of the International Association of Chiefs of Police and a long- time Strategic Advisor to the Information and Communications Technology Committee of the Canadian Association of Chiefs of Police.
